JOB SUMMARYThe Chief Financial Officer, (CFO), will manage monthly and annual consolidation and financial reporting; establish financial operating strategies; identify and initiate cost reduction, revenue enhancement and system improvement opportunities; oversee projections and forecasting; ensure compliance with all legally mandated standards and practices; lead financial due diligence for mergers and acquisitions; manage relationships with banks and other financial institutions.ESSENTIAL FUNCTIONSStrategy, Planning and ManagementAct as CFO and strategic business partner to senior executive leadership team.Assess and evaluate financial performance of organization with regard to long-term operational goals, budgets, and forecasts.Provide insight and recommendations for both short-term and long-term growth plan of organization.Identify, acquire, and implement system and software to provide critical financial and operational information. Evaluate departments and make suggestions for automating processes and increasing working efficiency.Communicate, engage, and interact with Board of Directors, CEO, and Executive Leadership Team.Create and establish yearly financial objectives that align with the company's plan for growth and expansion.Select and engage consultants, auditors, and investors.Recruit, interview, and hire finance, accounting and payroll staff as required.Serve as a key member of executive leadership team and round table discussion panel.Participate in pivotal decisions as they relate to strategic initiative and operational models.Interact with and bring department into line with Board of directors' plans, initiatives, and recommendations.Implement policies, procedures and processes as deemed appropriate by senior leadership team.Financial Analysis, Budgeting and ForecastingPrepare and present monthly financial budgeting reports including monthly profit and loss by division, forecast vs. budget by division, and weekly cash flow by division.Review and analyze monthly financial results and provide recommendations.Identify, develop, and execute analysis of business initiatives, product launches, and/or new service offering.Develop and maintain monthly operating budget and annual company operating budgets.Accounting, General Ledger, Administration and OperationsReview and ensure application of appropriate internal controls, compliance, and financial procedures.Ensure timeliness and accuracy of financial and management reporting data for federal funders, foundations, investors, and company's board of directors.Oversee the preparations and communication of weekly, monthly, and annual financial statements.Oversee the preparation and timely filing of all local, state, and federal tax returns.Ensure compliance regarding all financial functions.Work with Human Resources to ensure appropriate legal compliance.Oversee the timely completion of the month end close process, constantly reviewing procedures while eliminating inefficiencies.Review all month-end closing activities including general ledger accounts, balance sheet accounts, and overhead cost allocation.Serve as key point of contact for external auditors to include management, preparation, and support.Hire, develop, and manage Controller, Accounting Manager, and staff.Coordinate and strategize methods used to attain team goals with Controller and Accounting Manager.Financial ManagementManage cash flow planning process and ensure funds availability.Oversee cash, investments, and assets management area.Explore new investment opportunities and provide recommendations on potential returns and risks.Maintain outstanding banking relationships and strategic alliances with vendors and business partners.Utilize forward looking models and activity-based analyses to provide financial insight into the organization's plans and operating budgets.Financial Relations and PoliciesEngage CEO and/or board of directors to develop short-term and long-term plans, projections and budgets.Represent company to banks, financial partners, institutions, investors, public auditors, and officials.Remain current on audit best practices well as state, federal and local laws as it relates to company operations.Accounting Team ManagementMentor and develop a team, managing work allocation and the building of an effective and efficient team dynamic.EDUCATION AND EXPERIENCEBS/BA in Accounting - MBA preferredCertification in public accounting (CPA) preferred.A minimum of 10 years of financial experience, with a minimum of 5 years in senior management role, ideally in the Healthcare environment.FQHC experience a plusKNOWLEDGE, SKILLS, AND ABILITIESKnowledge in HRSA protocols.Knowledge in HRSA Electronic Handbook (EHB).Solid understanding of internal and external reporting, audit, tax systems, and internal controls.Significant experience working with external auditors, internal controls, and compliance-related issues.Demonstrated leadership ability, confidence, and executive presence - ability to motivate staff.Excellent oral and written communication skills and the ability to interact positively with employees, senior management, auditors, and external stakeholders.Strong work ethic and the ability to manage multiple projects and work well in a team environment.Strong analytical skills with experience in strategic financial analysis.Strong technical accounting, managerial, and financial reporting skills.Prior experience with computerized accounting systems and reporting.ADDITIONAL QUALIFICATIONSBilingual a plus (English / Spanish)Experience with Uniform Data Systems (UDS) and other federal healthcare specific reporting a plusRELATIONSHIP REPORTINGReports to Chief Executive Officer (CEO)PHYSICAL REQUIREMENTS OF JOBAbility to sit for extended periods of timeAbility to perform repetitive hand and wrist motionsAbility to travel by private or public transportation as neededAbility to lift up to 25 pounds as needed
